Update, solved 13 january 2011:
In the end, the problem of not streaming was caused by my laptop running Andvlc. Not in any way did i manage to make VLC stream at port 5544. I installed Andvlc on another computer, and Andvlc and Andtv worked instantly.

After a lot of fiddling i have created a channels.conf file which will contains the right TV channels. When i start Andtv on my Samsung Galaxy S or Archos 101, i can see the channel names. When i select a channel, the timeline bar is shown in a few seconds and is progressing. But when i try to stream to my phone or Archos, it stays buffering for about 15 seconds and then ends in "Connection to server failes".
I have tried port 5544, 1234, 554, 8080. I don't know where to go from here. The PC and the phone & tablet are connected through Wifi. The firewall is off. I even tried enabling the "World" entries in the hosts file. The log shows (among a lot of other stuff):

Andtv won't shut down after this, i have to kill it throug taskmanager.

It almost certainly seems a port issue, i can set port 5544 (or others) in the Andtv client on my phone, as far as i understand i don't have to set that port in Andvlc on the pc somewhere?

Yes, that's right, it only needs to be set in AndTV's preferences, though you have to reopen any file/channel, that the change become in effect.
Do you have more than 1 network adapter (including virtual adapters)? Then try to deactivate every adapter, except for the one connected to your local network.
What happens if you regularly try to stream with VLC? Is the same error showing up?

Update 11 january:
i am able to stream the DVB-T signal with VLC through the UDP protocol.
I set VLC to the capture device DVB-T, set the frequency and bandwith, enter the udp protocol, set the destination IP to another laptop, at that laptop i start vlcplayer and open network stream udp://@:1234 and the DVB-T signal is play from a laptop with the DVB-T stick to the other laptop with VLC.
I haven't founde a UDP player for android so i am unable to test this streaming to android. I am unable to stream using rtsp protocol (which is port 5544) from the laptop to another laptop, i dont know why.
I'll try to explain my setup in detail in hope you can think of something.
Connected to my HP Probook 5310m with Windows 7 is a Pinnacle PCTV 340e DVB-T USB stick.
I can watch DVB-T channels bij starting VLC, setting the transponder frequency to 474000000 and bandwith to 8Mhz.
The HP Probook is connected wirelessly to a TP-LINK 1043N router.
My Samsung Galaxy S android phone is running Froyo 2.2, and is also connected wirelessly. When starting Andtv and choosing a channel, i see ANDVLC on the HP Probook switching to that channel. After a few seconds, the progress bar of the running show is shown on my Samsung phone, and i can browse the EPG info. When i hit the > Play symbol in Andtv, a screen Buffering... is shown. Buffering stays at 0/100, and ends in an error after about 15 seconds. Andvlc on the laptop then hangs (im able to switch bewteen various menu items in Andvlc, but i can't exit, i have to kill Andvlc).
I'm not quite convinced about my channels.conf, especially i don't know what the third and second before last codes mean (1021 & 1022). I figured out that the last code is corresponding with the program number in the Codec Details shown in VLC when playing a DVB-T channel. Here is a snippet of my channels.conf:

I just can't get VLC Player
I just can't get VLC Player to stream rstp streams. The logfiles keep mentioning "main error: polling error: Non-socket handle specified".
I've tried to connect the laptop with (And)VLC wirelessly and wired. I tried to play rtsp://:5544/andtv.sdp on my phone using ANDtv and Streaming Media Player, and i tried to play that stream on other pc's in the LAN: no go. So i'm sure the laptop with (And)VLC is just not streaming, but i'm unable to determine how to troubleshoot "main error: polling error: Non-socket handle specified".

Have you tried to connect with this url? For connecting, you need to enter the ip address. It is just the server, who doesn't need to, because it just needs to listen for connections.

I think i have tried rtsp://10.0.0.169:5544/andtv.sdp , where 10.0.0.169 is the ip address of the laptop where andvlc is running. I will try again tomorrow.
